Hi, they’re synonyms in some contexts, not always. BUSTLING means “full of busy activity” while ” PACKED means “filled with as many people/things as possible”. In Italian BUSTLING => MOVIMENTATO; TRAFFICATO; FREQUENTATO.
PACKED => PIENO ZEPPO; GREMITO; STIPATO.
